Leadership Dayton Curriculum Review Committee

Cindy Garner joined Clothes That Work in 2016 as a member of the Development team and was appointed to the position of Executive Director in August of 2018. This local nonprofit organization provides professional clothing and confidence-building education services for under-resourced job seekers. Since November of 2018, Cindy has been an active member of the Dayton Area Chamber of Commerce when she graduated from Leadership Dayton in 2020. She has served on the Leadership Dayton Curriculum Committee since 2020 and transitioned into the role of Curriculum Committee Chair and member of the Board of Governors in 2022. In addition, Cindy is a 2024 graduate from Empower Cohort 6, a leadership program for women, sponsored by the Dayton Chamber.  

Cindy has more than 30 years of professional experience in the civic and nonprofit sectors with an extensive background in resource development and nonprofit administration. Prior to joining the Clothes That Work team, she served in management roles at Muse Machine, The Arts Council of Fairfax County, and the Virginia General Assembly as a Legislative Assistant. Community service has been a cornerstone of her professional career, and she has served as a volunteer leader with Aullwood Audubon Center and Farm, The Garden Club of Dayton, K-12 Gallery and Tejas, Carillon Historical Park, Junior League of Dayton, Wegerzyn Gardens MetroPark, and the Boonshoft Museum of Discovery. As a Certified Volunteer Naturalist through the Ohio Extension, she has been active in educating visitors to parks and natural areas across Ohio about the importance of conservation and the preservation of our natural world. Cindy is honored to be a member of the Dayton Rotary. Support of local initiatives and community efforts is a responsibility in which she deeply believes. Her volunteer and work experience has focused on changing the lives of people in the community for the better. She passionately believes in the Chamber’s mission and the good work the organization offers to improve our community for businesses, entrepreneurs, and for future generations.

Timothy Sakulich is a retired member of the Senior Executive Service with the Department of the Air Force.  He most recently served as Executive Director, Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio. In that capacity he was Principal Assistant to the Commander and the Senior Civilian Executive responsible for managing the Air Force's $3 billion science and technology program along with an additional $3 billion of externally funded research and development. He serves a government workforce of approximately 6,500 people in the laboratory's nine component technology directorates, 711th Human Performance Wing, and AFWERX.

Mr. Sakulich began his Air Force career in 1984 as a Distinguished Graduate of the United States Air Force Academy. Upon commissioning, he was awarded a scholarship to attend graduate school at North Carolina State University where he received a Master of Science degree in applied mathematics. He has held diverse technical and leadership positions, including those in operations research, logistics, international security cooperation, science and technology and programs and resources. During the course of his active-duty career, Mr. Sakulich served in assignments at base level, an air logistics center, research laboratory, two major command headquarters, a combatant command headquarters, a defense agency and the Joint Staff.

Mr. Sakulich entered federal civilian service in 2010 as Chief of the Strategic Planning and Transformation Office for the Air Force Research Laboratory 711th Human Performance Wing. In 2012, he was selected as the wing’s first civilian Vice Director and promoted to the grade of Senior Scientific and Technical Manager in May 2017. From March 2018 to July 2018, he served as the Acting Director o f the Air Force Research Laboratory Information Directorate. In October 2018 he was appointed to the Senior Executive Service.

He is currently exploring new opportunities to contribute to the vitality of the Dayton and Miami Valley Region.
