Currently Noel is President of Premier Investment Casting Group LLC, d/b/a BIMAC Precision Castings in Moraine Ohio founded in 1959, currently owned by Ventoux Industrial Holdings of Massachusetts since 2015. Noel's 30-year career in manufacturing includes running Aerospace suppliers to GE, consumer products, and automotive suppliers. Noel also served as a U.S. Navy military officer on active duty from 1982 to 1988, then in the reserves from 1989 to 2006. He was recalled to active duty to serve in Middle East in 2002. Noel continues with his manufacturing career but retired from the Navy in 2006 with the rank of Commander.
I have been involved in higher education my entire adult life, experiencing it from the staff and student perspectives. This has allow me opportunities to grown both personally and professionally, and connect with others near and far on a more meaningful level. Hello, my name is Carmen Joiner. I graduated with a Bachelor's degree in Supply Chain Management and a Master's degree in Health Care Administration. In 2011, I became an entrepreneur by opening my first health care agency in Dayton, OH. We successfully employed over 150 employees and served over 100 clients. In 2019, I made the decision to sell the business and started a new health care agency with a different focus. Now, at 360 Total Care, we provide adult day center services to individuals and older adults with a focus on community integration. Additionally, we have added non-medical transportation for the Council of Aging community. Our agency has grown quickly and we are very active in the community, providing volunteer services and donating to those in need.

She holds a Bachelor of Psychology and a master’s in human resource administration.
